Pax Silica needs 3,000 MW and 65 to 90 million liters of water daily

The Bases Conversion and Development Authority announced both full-development figures in July 2026. Construction starts in 2028, with full development 10 to 15 years later.

Pax Silica's 3,000 MW exceeds the highest recorded Visayas demand

The comparison uses 117 archived days. Luzon peaked at 14,232 MW. Visayas peaked at 2,744 MW and Mindanao at 2,748 MW.

ACWA Power leased 500 hectares for a project announced as solar plus battery storage. The chart models only the stated 500 MW solar component because no battery power or energy rating was published.

Public route geometry does not establish how much Pax Silica can connect

The illustration below applies an assumed 400 MW class rating to each mapped 230 kV circuit and subtracts modeled flow for one hour. NGCP does not publish the circuit ratings needed to turn this into an interconnection result.

The cost-stack sensitivity moves its marginal-cost result from ₱6.00 to ₱12.00 per kWh

The calculation removes transmission delivery as a constraint and adds the full 3,000 MW to Luzon. It estimates one modeled day under stated assumptions.

The base cost-stack case averages ₱6.00 per kWh. Here kWh means kilowatt-hour. The added-demand sensitivity averages ₱12.00. Oil is the last block dispatched in 16 of those hours. The calculation leaves 664 MW of the supply stack unused. MW means megawatts.

The Visayas modeled peak rises to ₱11.98. Modeled link congestion rent is about ₱38 million in this one day. This is a cost-stack sensitivity, not a market-price or retail-bill forecast.

Resolution No. 10, Series of 2026 supplies the ₱6.00 value. The model labels the ₱12.00 oil value as an assumption. The nodal record shows congestion on 28 of 70 sampled days. Its nonzero median is ₱0.56 per kWh and its highest sampled value is ₱19.28 on 26 May 2026.

BCDA plans local power but has not published a station size. This example uses a 2,500 MW station and a 600 MW unit.

Pax Silica's water figure exceeds Makati household planning demand

BCDA states 65 to 90 million liters a day. The comparison uses a household planning value and does not replace a local water study.

Comparison with the Angat allocation

The range equals irrigation for 500 to 690 hectares at 1.5 liters per second per hectare. It equals 1.6 to 2.3 percent of the Angat allocation. For scale, an Olympic pool holds 2.5 million liters. Pax Silica would use local water from the Sacobia watershed.

The National Water Resources Board says local sources are enough. The Bases Conversion and Development Authority (BCDA) supplied the project figure. Community and environmental groups dispute the water board's claim.

The 1,620-hectare project area equals 17.1% of New Clark City

The public record gives an area and competing accounts of land use. It gives no tree inventory for Pax Silica.

Each square equals 50 hectares. Pax Silica covers 17.1 percent of the city by area, or 32 of the 189 squares shown for New Clark City.

No public tree inventory was found for Pax Silica. The Bases Conversion and Development Authority (BCDA) issued the compliance certificate for the project masterplan. Each company locating inside Pax Silica must still get its own.

BCDA reports about 10 farmers directly affected. Its affected-person list names O'Donnell, Aranguren, and Santa Lucia. Advocacy reporting cites 20,000 Indigenous people and 15,000 farmers for wider New Clark City. These counts cannot be subtracted. Public records say over 30 percent of Capas is productive farmland. BCDA projects 130,000 to 190,000 direct jobs.

Limits. The 769 MW route value uses a class line rating. The model connects Pax Silica to a mapped bus 8.6 km away. Demand stays flat, and the solar profile assumes a cloudless day. Announced figures may change. None of these comparisons values Pax Silica's benefits.
